This utility was published on a tape on MicroHobby magazine #215. It never was published separately.
As a hint, most utilities by Pedro José Rodríguez Larrañaga were published on that magazine, as type-in or (in later issues) tapes.

Yes. I had a program (from a magazine) that could add a REM line of a given length, so it is possible. But I guess you should use MERGE instead. If you have to generate a few instances of DATA values, you could include the lines pre-filled it with zeroes (i.e.: DATA VAL "000", "000&qu...

The message suggests that the problem is in the RAM used by the (integrated) video card. Looking at the schematic, it seems that IC130 and IC133 are the VDU RAM, but I'm not really sure.

That tapes seems to be preserved here. That site is devoted to old italian computer magazines, and preserve all that programs "borrowed and translated" that usually aren't in ZXDB or WOS.
