Here's the completed bits and an example of the tiles. There's only a few tiles so far, and I kept the top down view like the original Civilization. Let me know what else you might need and I'll pause further bits for now. Don't think that I have disappeared. :D As promised, I worked in the summer....

It's used for ZXOOM game. You can create a maze from 3x3 to 128x128 with walls, halls, enemies etc. Probabilities for elements are given by user. The maze is coding to file labirint.txt.

I think, that the delta can be made with only 2 bits: it shows the difference by 1,2,3 or 4 letters (00, 01, 10, 11) from the previous word, and encode non-repeating letters in 5 bits

Searching that list however... not sure how slow that would be in Z80. But that's maybe not a problem given the style of game. (fingers crossed that my maths is right...) I already implemented 5-bit dictionary archiving in 2012 for "Erudit" (Russian scrabble) and "Sexwords" game...

I use EmuZWin emulator for assembler coding and debugging, all in one is convenient. And I use the cross-compiler ZX Like Pascal for a high-level programming language + my sprite converter.
