Interesting, although there are some Loriciels, Cobrah Soft and Magic Bytes games listed in there. Thunderbird 115.7.0. However, my client seems irrelevant, since you can see from the the mail headers (which are written before the mail reaches my client) that the message was corrupted. Which mail client are you using?
If I am reading https://github.com/PHPMailer/PHPMailer/issues/1949 correctly, your mail client should be handling this encoding automatically.

As you, I would expect them to be little endian, but of the special sort that live on Endor.
This is from memory, check if it works out:
- lowest byte normal
- high byte - must remove top 2 bits (ie combined with low byte can address at most 16383 bytes)
- pages byte (how many 16K are involved)
