The dithered graphics remind me of a certain game but I don’t think it’s that. Won’t say what.
But who did do this kind of graphic was Tiertex. I wonder if it’s…. UN Squadron, perhaps?

Clue: it's one of those games where the name of it is right there on the screen during gameplay. And it's definitely not a beat em up!
