I suspect he was thinking that the graphics were drawn using basic commands, and that the game could have been published as a type-in.
Obviously there's no clear definition of a basic program...

If PC never leaves the range $0 - $3FFF then it's BASIC.

At least I digged out my ZX Microdrive cartridge with the bugfixed version of the type-in, including my own loading screen and a self-created font (provisionally published here). I even found the original letter that came from Computer & Video Games in reply to my bugfix description (and gaming tips...).
