Is no.1 from an issue of Sinclair User?
It's from a Sinclair-related magazine, yes, but right now I can't remember which one.
Update: Not Sinclair User. A multi-format magazine, in fact. But probably a stock press shot used by various other mags.

Right... let's do this. It's clue time!
This is where we're at:
1.
2. Sir Clive Combover
3.
4. Hannah Smith
5. Jonathan ‘Joffa’ Smith
6. Matthew Smith
7.
8. Raffaele Cecco
9.
10. Stuart Campbell
11. T’zer Maughan
12.
And here are you clues for the missing mops:
1. This guy had (and possibly still has) a great imagination.
3. This fellow’s direction was all at sea.
7. This chap’s favourite outfit is a twinset.
9. This is as easy as taking sweeties from a birdie.
12. Design Design.

I can't find an old photo of him but based on that clue I'll guess 9 is Phil South.

It isn't, but you're certainly getting closer in terms of industry segment.

I guess it's tougher than I thought. But then, every quiz seems easy when you've got the answers!
