In Tujad there is a little robot which doesn't really follow you but it moves from screen to screen. See the video:

It's mostly harmless (the game generally is easy) unless you step directly into him when moving between screens
which may happen because you never know where he is until you see him.

Rescue had enemies that would roam around the whole map, although their behaviour appears to be mostly random.

If I remember rightly the enemies in Gunfighter used to move from screen to screen. They didn't exactly follow the player though, they would just shoot at you if you were lined up with them. Again, if I remember rightly, it's been a long time since I last played it. :)

In Skool Daze / Back to Skool the teachers will chase Eric across the map when skiving class. The police officers do the same in Contact Sam Cruise if you're wanted.

Bulldog's Wolfan.

I thought it looked great, and it seemed to play OK, until you had an unshakeable baddie on your tail who would follow you relentlessly.

Astroclone certainly did. If you walked into a room full of baddies, you could back out of the door and then shoot them one-by-one as they came through after you.

Did the enemy spy in Spy Vs Spy hunt you down sometimes? I seem to remember it did.
