No: inlay art that's not the cover (I think). The inlay credit just says "pictures", though, so it's not entirely clear

This sounds like in-game graphics. The term "digital artist" wouldn't apply to cover/inlay art in the 1980s.

I found this on his personal web page: http://www.art-of-james-horsler.co.uk/about.htm

(fifth paragraph)

"My first professional art job in the 1980’s was working with Level 9 Computers doing vector art for games. I had eight colours to work with including black and white!!"

So it seems he was referring to in-game graphics.

Besides, if we check the Mobygames entry for one of the games he work for, The Price of Magik, in the 'cover art' tab, we search for the Spectrum version and there are some scans, the inlay but also the instructions:

and it says, in the credits section:

"Pictures: James Horsler
[...]
Cover Picture: Godfrey Dowson"


So he was not clearly the cover author. He was referring to the in-game graphics.

BTW Simon Brattel kindly confirmed to me that "most (nearly all) of the original artwork [for Crystal and Design Design] was done by Dave [De Leuw], but there were different versions of some games and later re-releases that weren't."

According to the in-game credits, Rodney Matthews is the artist behind The Fury cover art. Game developed by Creative Reality and released by Martech in 1988.
