IS there an SD or USB flash cart for the specie that will play TZX files?

The interface 1Bis supports tzx files with standard loaders. Best to use tap files though for best compatibility.

Are you aware that there are numerous mass storage solutions for ZX Spectrum computers?

In particular, you may want to investigate the +3e
