This is bonkers. From the opening screen :

Can you kiss the lovely girls? For this treat you must first BED your Mother-in-Law, (YUK!), your wife and your girlfriend 5 time EACH!

The twitch controls, chaotic gameplay and sprites moving at MACH40 make it nearly impossible. From that loading screen to the game though, there's plenty to find interest in.

It's an early game by Steven Curtis, author of better known games like Nonterraqueous, Jackle & Wilde, Battle of the Toothpaste Tubes. You can see he's used the same outline graphic for the loading screen on Hummer House of Horror:

Very weird game and not very playable but still in some ways interesting and original. Quite good for homebrew 1983 too.
