I'm new to the scene, and I was wondering two things:
1. Which tracker should I use to make chiptune for the Spectrum on Windows 10?
2. Which tracker should I use to make chiptune for the Spectrum within the Spectrum?

Hi, my suggestions, both based on my experience, are:

1. Vortex Tracker (current version 2.5)
2. Sound Tracker

The first in particular has been my choice for AY game soundtracks for years.

As Alessandro said, Vortex Tracker 2.5 is probably the most popular tracker in use and it runs on Windows. The only other Windows AY trackers I know of are Arkos Tracker, which originates from Amstrad computers, and WYZ Tracker, which is used in a few Spanish games. I don't use them personally but they are quite similar to Vortex in most ways.

For native Spectrum trackers, you could try Pro Tracker 3.72 (which Vortex Tracker is based on) but it requires TR-DOS. Sound Tracker is somewhat similar to Pro Tracker but has different features.

There's also Sample Tracker which only runs on the Spectrum and is used for making Amiga-style music with samples. And there are various beeper trackers for Windows such as Beepola, bintracker, and 1tracker.

I've been having a lot of fun lately with Beepola (a Spectrum 48K beeper tracker) and http://www.musicnotes.com just using the player written by the SpecialFX guys. And I'm absolutely crap at anything musical...
