Correct..! It's one of the static power-up dropping aliens you encounter when you start the game.

Ha ha. It's not quite what you'd call "in-game", but definitely not the control menu!
Your instincts are leading you on the right lines with that guess.
I'll hold back a little longer before zooming out, as the next one is pretty much a giveaway!

It did get a UK release. I bought it and it was a budget game.
It got one review only (out of the main three mags) and didn't do well.
Foreign developer.

Reminds me a bit of some post-apocalyptic trash movies. The 80s were a great time for comics, I think. Heavy Metal, U Comix, Tank Girl the like.
