SPOT/SPEX says this game is an "updated 3D version", thus the reason it's called "New".
Is it really an updated version of another title? Which one?

NEW CYLON ATTACK
Cylon Attack, A&F's successful 3D space blast, so far only available on the BBC and Commodore 64 is now available on the Sinclair Spectrum. The Spectrum version is called New Cylon Attack, and contains features not found in its predecessors such as animated background graphics and a greater diversity of enemy ships.

Thanks!
If anyone can confirm the existence of a ZX81 version, please let me know. The ZX81 titles are also stored in ZXDB.
