I voted for Chaos. Cobra and Chase HQ were also in the running. Cobra is a technical tour de force from the title music to the sheer amount of stuff being thrown around on screen. It also has a sense of humour - the weapon's duck and 'Game Under' - and actually has a playable (though rather unforgiving) game to back up all that clever stuff. Chase HQ is arguably the best of all the available home computer conversions, even giving the 16 bit versions a run for their money. It's not that great a game but the amount of effort put into the conversion at the late stage in the commercial life of the Spectrum is commendable.
That said on pure replay terms, Chaos trumps both of them. You can play against friends or just watch the computer fight it out amongst itself - which would sometimes crash the game - that's how seriously the battle was being taken. You can give the wizards silly names and kill other players with imaginary creatures. And when it all gets too much and you realise that golden dragon coming your way isn't an illusion you can go and hide in some magic trees or ride a horse.

I know your comment's tongue-in-cheek, but I've not formally clarified what happens in the event of a draw (which nearly happened during one of these).
I think it's best to do the poll again, keeping only the tied games in. This gives the opportunity for those who picked the lesser-voted games, to back a likely winner. (Of course, I do recognise that this could also end up in a draw again.)
