User control panel: Adjust avatar restrictions

Adjust the avatar restrictions to be more Spectrum friendly. The current restrictions are:
Current image:
Maximum dimensions; width: 90 pixels, height: 90 pixels, file size: 6.00 KiB.
"Obviously" this should read:
Current image:
Maximum dimensions; width: 256 pixels, height: 192 pixels, file size: 6912 bytes.

Hi,

We can change the Avatar sizes in admin, and will look at other forums and confirm the change later in the week.
