Both work for me.
In any case, this is not a SpecEmu problem.

Yes it is, an issue with SpecEmu only. Some others (e.g. ZXSpin) simply don't expect DPAD/POV hat controls only, and directions won't work at all (but you can workaround this with XInputPlus for example to remap LSTICK-->PAD movements).

Example with RetroVirtualMachine https://www.retrovirtualmachine.org/en/downloads and others, perfectly working with arcade sticks DPAD/POV hat mapped:

Sorry. I misread this a little. @Pegaz means "Windows XP"="Still the best windows"
and I thought "SpecEmu"="still the best windows (Emulator)"

Has anybody run this latest version of SpecEmu today?

In Spectrum 128K mode instead of the usual menu I got a list of well know virus names to select

ILOVEYOU
Melissa
WannaCry

...and a couple of others

and the copyright line began (c) 2022 Stuxnet.....

Didn't manage to get a screen shot as for a moment I really thought I had a virus so I shut it down, and it came back the same a couple of times then reverted back to normal...I'm telling the truth...@Woodster is this an April Fool?!

Then I just posted this and really thought for a second I'd sent it to the "Commodore Computing Forums"...until I realized I'd been fooled yet again!
