Looks like an Astros Production s he. Samurai.

Love Astros games. They never seemed to get much credit for their strategy stuff.

Aside from Gollop's stuff, this was the only strategy game I could be bothered with.

The only clue I'll give is, it's by an author whose graphics I am known to like rather a lot.

That probably doesn't help, unless you do some digging...

Time for a clue - I don't want the thread to die on my watch!

Speaking of which, that clock tower. Think of a building in a town or city that usually has a clock. The theme of the game is related to that.
