Nope.
It's not a great picture, I struggled to work out how to control the game, so this was from the demo/instruction mode, and it's in the middle of writing SKIMMER across the erm, skimmer I guess!

It could maybe be Rolling Thunder, but I'm not sure about the density of dots. (Same is true about Tranzam).

... because I looked them up. There are so many Speccy games with black dots on yellow backgrounds, not easy! The game in question seems to have big tiles as the pic posted appears to show an area bigger than 24x24 pixels ...

I've a suspicion that isn't just some random placing of dots as it looks kinda familiar. They might form an image - a tree or flower, some sort of background detail.
