This game is formally nicely made, but in creating new problems it should have only one(!) solution. I have played several games with medium difficulty, and every time I could change out number pairs,i.e. in a vertical row of three 3x3´s I could, for example, set 12x or 21x

x12 x21
Therefore my rating of 2 (1 point for design).
